Ripple says OCC approved its national trust bank

Ripple said on Oct. 26 that the Office of the Comptroller of the Currency (OCC) gave Ripple National Trust Bank final approval, putting management of reserves for its $2.5 billion RLUSD stablecoin under federal supervision, according to Ripple’s announcement.

The bank is authorized to manage RLUSD’s segregated reserves, act as collateral trustee for holders and provide fiduciary digital asset custody. Ripple says the approval completes a process that began with conditional OCC approval in December 2025.

What will the trust bank do for RLUSD?

Ripple National Trust Bank will oversee reserve management and custody, while Standard Custody & Trust Company will continue to issue RLUSD. That company is a New York-regulated limited-purpose trust company.

The split means the trust bank adds federal OCC supervision to parts of the stablecoin’s operation, but does not take over issuance. Ripple says BNY is the primary reserve custodian for RLUSD and that the company publishes monthly independent attestations of its supply and reserves.

Ripple reported RLUSD had a $2.5 billion market capitalization when it announced the approval. The stablecoin launched in December 2024, and Ripple says it is used in its payments business and as collateral within Ripple Prime.

Does the OCC’s public record show final approval?

The OCC’s public decisions index lists a preliminary conditional approval for Ripple National Trust Bank dated Dec. 12, 2025. As of Oct. 29, the index did not show a final approval entry.

That leaves a gap between Ripple’s announcement that the OCC granted final approval and the decision listed in the regulator’s public index. The Block also reported Ripple’s announcement, while noting the bank’s role in reserve management and custody and that RLUSD issuance remains with the New York-regulated company.

When will the bank begin operations?

Ripple’s announcement did not give an opening date. It said the company would continue working with the OCC, New York regulators and others as the bank begins operations.

Watch for the OCC to publish a final decision or for Ripple to announce that the trust bank has opened. Until then, the public record still shows the conditional approval, while the company says final approval has been granted.
